ASHEVILLE - Vijay Kapoor, a City Council member who was groundbreaking in his candidacy's support, where he lived and his ethnic background, has said he will resign before the end of his first term.
Kapoor made the announcement the morning of March 16. An attorney who does economic consulting and labor negotiating for municipalities, Kapoor said he wanted to spend less time traveling and more with his family.
"We had thought that as our children got older the travel would get easier, but the reality has been the opposite. That's why Anne and I have decided to move our family back to the Philadelphia area this summer," he wrote in an email newsletter.
Kapoor said he did not have a definite date for his resignation but said he would stay on the council through this year's budget process. That wraps up with a vote by the July 1 start of the fiscal year. Some, including former Councilman Gordon Smith, criticized that decision, saying Kapoor should vacate the seat sooner so his replacement could have input on the budget.
Responding to questions from the Citizen Times, Kapoor called the idea "ridiculous." He pointed to two other council members who will be leaving when their terms end in December, Brian Haynes who chose not to seek reelection and Julie Mayfield who is running for the North Carolina Senate.
"I fully anticipate them to participate until the day they are done," Kapoor said. "I think it’s ridiculous to suggest otherwise."
City Attorney Brad Branham and Buncombe County Election Services Director Corinne Duncan were not immediately available to talk about the replacement process. In 2008 Councilwoman Holly Jones won a seat on the county's Board of Commissioners, a year before the end of her council term. The remaining six council members voted for Buncombe County Tourism Development Authority Executive Director Kelly Miller to fill the spot. Later Miller signed up to run for a full four-year term but dropped out of the race after his wife's cancer diagnosis.
Kapoor came to prominence locally as an advocate for South Asheville neighborhoods concerned about increasing traffic and development and in his role supporting mobile home park residents being displaced for a new project.
