The popular beach pathway running alongside Huntington Beach’s coast is getting a $3.7 million makeover.

City leaders are celebrating the start of the first phase of the Bluff Top Park improvement project, which will make upgrades from 9th Street to Seapoint Street, including on a cliff that overlooks the popular dog beach.

The first phase will remove rusted and corroded metal railings, replacing them with wooden lodge pole fencing along the bluff tops and new metal railings along the staircases.

“The railing, in particular, is pretty beat up from being in the ocean environment,” Huntington Beach’s Director of Community and Library Services Chris Slama said. “They have become dilapidated in some areas.”

The last time the railings, which span from 11th Street to Seapoint Street, were replaced was around 2006, he said.

Phase 1 of the construction should be finished by November. Total cost for that phase is $1.2 million.

Plans for the the following phase are still being reviewed, but would widen the pathway from 9th Street and re- landscape about 20 acres, as well as add access ramps toward the trails and safety improvements for crossing the busy Pacific Coast Highway, Slama said.

The hope is a portion of that project could start by January and be finished by Memorial Day. The cost for Phase 2 is expected to be about $2.5 million.

Assemblywoman Cottie Petrie-Norris helped appropriate $1.7 million in state funding toward the improvements, which “will preserve an important coastal amenity in the State of California,” a city announcement said. The remaining funds are coming from the city’s Park Development Impact Fund.
