SUTTON, Alaska (KTUU) - The Jonesville Public Use Area (JPUA) in Sutton is a popular outdoor recreation spot, but residents living close by say it’s becoming unsafe due to unregulated recreational shooting.

The Alaska State Legislature designated the location for public use in 2018. According to the Mat-Su Borough the state lacks the necessary resources to draft a management plan for the area.
Seeing an immediate need to improve public safety for both recreators and residents, the Sutton Community Council has drafted its own management plan (with the help of the Borough and National Park Service). The plan would parse the land into areas designated for specific activities – including a dedicated outdoor shooting range to restrict gunfire to one area.
Sutton Community Council member Laurel Flynn lives about a mile away from the entrance to the JPUA. She pointed to a bullet hole in the door of an old trailer parked beneath a lean-to in her driveway.
"That was my first Alaskan home, and they shot right through it,” Flynn said. She said the stray bullet came from the direction of the JPUA. "Somebody could have been killed."
Flynn said there are several similar horror stories where errant bullets have nearly struck her neighbors.
“Enough is enough,” she said. “There are children who live and play around here. Folks should be able to exercise their 2nd Amendment rights, but there’s a point where some regulation is necessary to keep people safe.”
The JPUA draft management plan is being discussed at a controversial time in the Mat-Su. The MSB Assembly is considering an ordinance that would regulate new development of outdoor shooting ranges. Valley residents have shown mixed support and opposition to the proposal, with hundreds rallying in protest in late January.
907Freedom -- the group organizing protests against the proposed regulations on outdoor shooting ranges -- did not respond for comment on the JPUA draft management plan.
The Sutton Community Council has been holding public meetings on the draft management plan. They’ve already visited Sutton and Wasilla. Their final meeting is scheduled for March 3 from 6:30 – 8:00 p.m. at the Eagle River Town Center, 11924 Business Blvd.
